The Regulation defines the procedure and criteria for including state institutions in the list, the procedure for maintaining the list, and excluding them from the list (hereinafter referred to as the List).
The list of universities was approved by the Order of the Government of Russia dated 10.12.2024 No. 3641-r, you can read it here.
The Regulation establishes the following requirements for institutions:
• the state institution must be under the jurisdiction of the federal executive body or the executive body of a constituent entity of Russia;
• the state institution must have on its staff employees who are specialists in the fields of training "Philology" and (or) "Linguistics", "History" and "Jurisprudence";
• the state institution must ensure the storage of examination results, the prevention of theft, loss or damage of examination materials, distortion, forgery or loss of examination materials;
• the state institution must have at least 3 places for a single examination and the availability of video and audio recording equipment for video recording of the examination procedure;
• the officials responsible for organizing and conducting the examination must not have a criminal record for organizing illegal migration (Article 322.1 of the Criminal Code of Russia);
• the consent of its founder - the federal executive body or the executive body of a constituent entity of Russia, as well as the head of the institution itself must be obtained for inclusion in the List.
The direct inclusion of institutions in the List is carried out by order of the Government of Russia based on proposals from the Ministry of Science and Higher Education in agreement with the Ministry of Internal Affairs of Russia and the Federal Service for Supervision in Education and Science. The list is posted on the website of the Ministry of Education and Science.
The resolution comes into force simultaneously with the law, that is, on 10.12.2024.
