In order to prevent the spread of a new coronavirus infection, the Government of Russia had adopted the Order No. 635-r dated March 16, 2020, which, from March 18, 2020, restricted the entry of foreign citizens into Russia, the issuance of visas and work permits to them. These restrictions applied to all foreign citizens and stateless persons, with a few exceptions.
Also, until June 14, 2022, the Ministry of Internal Affairs of Russia suspended the acceptance of documents, the issuance of invitations to enter Russia for the purposes of education, labor activity, as well as the issuance of permits to attract foreign workers and work permits in the general manner. The Ministry of Foreign Affairs of Russia also suspended the acceptance of documents, processing and issuance of all categories of visas (including electronic ones) with the exception of diplomatic, service, ordinary business visas and tourist visas to persons specified in Order 635-r.
On June 14, 2022, the Order of the Government of Russia No. 1552-r dated June 14, 2022 came into force, which lifted the restrictions previously imposed in connection with the COVID-19 pandemic on the entry of foreign citizens of all countries of the world and stateless persons into Russia through air and sea checkpoints, as well as resumed accepting documents and issuing invitations to enter Russia, permits to attract foreign labours and work permits for foreign workers, as well as all types of visas, except for unified electronic ones.
On July 15, 2022, the Order of the Government of Russia No. 1267 dated July 14, 2022 "On the invalidation of certain acts and certain provisions of acts of the Government of Russia" came into force. This order has lifted restrictions on crossing the land border of Russia, which had been introduced earlier in connection with the spread of coronavirus infection.
The published document completely cancels the Order of the Government of Russia No. 635-r dated March 16, 2020, Order of the Government of Russia No. 763-r dated March 27, 2020, and 48 other acts that at different times introduced restrictions on the entry and exit from Russia for citizens of different states due to the COVID-19 pandemic.
Citizens of Russia can, without purpose, travel across land borders to all neighboring countries, and citizens of any country can arrive in Russia by land for any purpose.
However, the requirement to have a negative PCR test made no earlier than 48 hours before entry remains in force for all foreign citizens and stateless persons, except for citizens of the Republic of Belarus and citizens of other EAEU member states arriving in Russia through land checkpoints.

To enter the territory of Russia is not necessary, BUT:
