As of February 5, 2025, the Register of Controlled Persons has come into effect in Russia. This is a special online list that includes foreign citizens who are staying illegally in Russia – that is, those whose legal grounds for residence have expired and who have not left the country in time.
Being placed on this register leads to severe restrictions:
- Ban on changing immigration status: You will not be able to obtain a work patent, temporary residence permit, or permanent residence permit.
- Restriction of rights: You may be restricted fr om driving a vehicle, prohibited from registering a business, and banned from purchasing real estate.
- Financial blocks: Banks are required to block accounts and transactions for such individuals and refuse to open new accounts.
- Increased scrutiny: Your data becomes accessible to the police and other authorities for prompt decision-making (including deportation).
The main reason for being placed on this register is the failure to extend the period of stay in a timely manner.
