We inform you that there are amendments to Federal Law No. 115-FZ of July 25, 2002 "On the Legal Status of foreign Citizens in Russia" have come into force since December 29, 2021. In accordance with the accepted amendments, foreign citizens arriving in Russia are required to undergo fingerprint registration and medical check-up procedures.

2. Who is not obliged to undergo trough these procedures?
In accordance with the legislation and MIA’s official comments the following categories of foreign citizens should not undergo the procedure of fingerprint registration and medical check-up:
- foreign citizens – citizens of the Republic of Belarus;
- foreign citizens under 6 years old;
- foreign citizens – employees of intergovernmental organizations, employees of foreign diplomatic missions and members of their families (based on the principle of reciprocity);
- stateless persons who have received a temporary stateless person's identity card;
- refugees and persons granted temporary asylum in Russia;
- temporarily or permanently residing foreign citizens (including HQS residence permit, if they do not apply for registration of the work permit.
3. What is the medical check-up carried out for?
Medical check-up is carried out:
- for the presence of "the fact of the use of narcotic drugs";
- presence of “the fact of being sick with dangerous infections” (with the exception of COVID-19);
- the existence of the “fact of having HIV”.
At the same time, the volume of medical check-ups for minor foreign citizens has been reduced:
- persons under the age of 13 are not screened to establish "the fact of drug use";
- persons under 18 years of age do not have a chest x-ray (or X-ray or CT scan of the lungs) and have a "Mantoux test" instead.
4. What is the validity period of the medical check-up?
In accordance with current legislation, the results of a medical check-up are valid for one year. Please note that medical results obtained in accordance with the old procedure valid until March 1, 2022 are only valid for 3 months.
5. In which organizations can I undergo a medical check-up?
In Moscow, the list of medical organizations for medical check-up by foreign citizens was approved by the Order of the Government of Moscow dated September 28, 2021 No. 1517-PP. The type of a medical organization will depend on the migration status of a foreign citizen and the purposes of passing a medical check-up. You can read more about it in our news.
Please note that medical organizations from Appendix 1 to the Order of the Government of Moscow of September 28, 2021 № 1517-PP should not been choose for the categories of foreign citizens listed below, in order to exclude the grounds that may lead to refusal of issuing work permit, and canceling issued work permit:
- foreign citizens who arrived in Russia after 31.10.2021, and in respect to whom a decision on issuing work permit was made also after 31.10.2021;
- any other foreign citizens (visa/visa-free), but who are applying for or have already issued a work permit.
In the Moscow region, in accordance with the Order of the Government of the Moscow Region No. 1210/40 dated November 26, 2021, foreign citizens engaged in labor activity on the basis of a work permit, temporarily residing, permanently residing in the territory of the Moscow region, can undergo a medical check-up in medical organizations listed in our news.
In accordance with Order of the Government of the Moscow Region No. 1052/37 dated October 21, 2021, foreign citizens working on the basis of a patent can undergo a medical check-up at the Moscow Scientific and Practical Center for Dermatovenereology and Cosmetology of the Moscow Health Department, located at Location: Moscow, Leninsky Prospekt, 17.
At the same time, we want to note that the Government of the Moscow Region has not approved the list of medical organizations wh ere foreign citizens can undergo a medical check-up - accompanying family members and foreign citizens who have the right to work without permits. In addition, not all medical organizations approved by the Government of the Moscow Region currently have the right to conduct an check-up to identify the fact that foreign citizens have used narcotic drugs or psychotropic substances without a doctor's prescription or new potentially dangerous psychoactive substances.
It is also very important to make sure that at the time of contacting the chosen organization, its medical license continues to be valid.

1. The cost of the service is indicated for one person. In the case of accompanying a group of people, the cost per person is retained, provided that all foreign citizens in the escorted group have the same residence status in Russia, arrived at the appointed time without delay and have with them the necessary set of documents for a medical check-up. If a foreign citizen from the group arrived later than the appointed time, the cost of his escort will be calculated as for one person;
2. The cost of the service includes 3 hours of support. The cost of each subsequent hour is 2000 rubles. The number of hours of support does not depend on the mode of operation of the organization, the functioning of the relevant equipment, etc.;

5. only for the service of passing fingerprint registration at the Migration Center (Bakhrushina 18);

7. The service is provided if it is possible for third parties to obtain the relevant documents from the organization, on the basis of a power of attorney or without it.
Please note that if a foreign citizen completes the relevant procedures in less time, included in the cost of the service, the service is paid in full, based on the cost indicated in the table.

7. Wh ere can I pass fingerprint registration?
Mandatory fingerprint registration for foreign citizens arriving in Russia is possible in the following state institutions:
- in the subdivisions on migration issues of the territorial bodies of the Ministry of Internal Affairs of Russia at the regional level – in the case of obtaining a patent or a work permit (applying to the territorial body of the Ministry of Internal Affairs of Russia at the district level is possible only if such powers are transferred to the “district subdivisions” by the head of the territorial subdivision of the Ministry of Internal Affairs at the regional level).
- in the divisions on migration issues of the territorial bodies of the Ministry of Internal Affairs of Russia at the district level – when applying for persons who entered with a "non-labor" purpose of entry, or persons who have the right to work in Russia without permits, or when changing the purpose of entry (only available for visa-free foreign citizens);
- in the subordinate enterprise of the Federal State Unitary Enterprise "Passport and Visa Service" of the Ministry of Internal Affairs of Russia – carried out in the territories of individual constituent entities of Russia, the list of which is established in accordance with paragraph 14 of Article 5 of the Federal Law of July 25, 2002 N 115-FZ. The list of regions in which the branches of the Federal State Unitary Enterprise PVS of the Ministry of Internal Affairs of Russia will provide assistance is approved by order of the Ministry of Internal Affairs of Russia dated November 9, 2021 No. 857. Persons who entered with a “non-labor” purpose of entry and persons who entered with a “labor” purpose, including those who have the right to work in Russia without permits, including when applying for a patent if the enterprise is authorized by the relevant subject of Russia to exercise the authority to provide public services for registration and issuance to foreign citizens and stateless persons patents, or when applying for a work permit, as well as when changing the purpose of entry (available only for visa-free foreign citizens);
- multifunctional migration center of the city of Moscow – carried out on the territory of Moscow upon application of persons who entered with a “non-labor” purpose of entry, and persons who entered with a “labor” purpose, including those who have the right to work in Russia without permits, including when applying for a patent or work permit, as well as when changing the purpose of entry (only available for visa-free foreign citizens).
8. Wh ere to submit the results of a medical check-up?
· to the territorial body of the Ministry of Internal Affairs of Russia at the regional or district level at the place of residence of a foreign citizen;
· to the Federal State Unitary Enterprise "Passport and Visa Service" of the Ministry of Internal Affairs of Russia also at the place of stay of a foreign citizen. Therefore, we draw your attention to the fact that when applying to this enterprise, the requirement to provide evidence of migration registration at the location of this enterprise is not ruled out, although this requirement is absent in regulatory legal acts;
· to an organization authorized by the federal city of Moscow;
· the submission of medical documents to the enterprise is carried out in the territories of individual subjects of Russia, the list of which is established by the Ministry of Internal Affairs of Russia;
· in electronic form – through the Unified portal of state and municipal services (Gosuslugi).
At the same time, we draw your attention to the fact that in some constituent entities of Russia, the authorities refuse to accept documents on check-up issued in other regions, which, in our opinion, is unlawful, since a foreign citizen, in the event of a change in the region of residence and migration registration in another region, finds himself in the situation that he must undergo a medical check-up again in order to submit these documents at his new place of residence and migration registration, which has no legal grounds.
9. What is the responsibility for non-compliance with the new requirements?
In the event that foreign citizens fail to fulfill their obligations to undergo a medical check-up, their period of temporary stay in Russia is reduced.
If, based on the results of a medical check-up provided for by federal law, it is established that a foreign citizen uses drugs, has a dangerous disease or HIV*:
- a decision is made on the undesirability of his stay (residence) in Russia or a decision not to allow entry into Russia;
- a decision is made to refuse to issue/cancel a work permit and a decision to refuse to issue a work invitation to enter Russia;
* with the exception of cases provided for in paragraph three of paragraph 3 of Article 11 of the Federal Law of March 30, 1995 N 38-FZ "On the prevention of the spread in Russia of a disease caused by the human immunodeficiency virus (HIV infection)"
Evasion of an immigrant from mandatory fingerprint registration and (or) a medical check-up or evasion from providing information or providing false information during the determination of the status of an immigrant in Russia entails the imposition of an administrative fine in the amount of 2,000 to 4,000 rubles with or without administrative expulsion from Russia.
At the same time, we want to note the fact that from a legal point of view, the above obligations will not be possible to fulfill for some categories of foreign citizens, due to the lack of by-laws that have come into force. It follows from this that the fulfillment of these duties is not always mandatory and an attempt to impose any administrative sanctions by state bodies will be absolutely illegal.
For our part, we guarantee the provision of support in the event of an attempt to apply sanctions in your direction by state bodies for failure to pass fingerprint registration due to the impossibility of passing a medical check-up due to the lack of by-laws.
At the same time, you should take into account that if you have the results of a medical check-up obtained in accordance with Federal Law-115 "On the legal status of foreign citizens in Russia" and if they are valid at the time of the fingerprint registration, then they will be sufficient for this procedures and you must complete them.
