In order to prevent the spread of a new coronavirus infection, the Government of Russia adopted Order No. 635-р of March 16, 2020, which, from March 18, 2020, restricted the entry of foreign citizens into Russia, the issuance of visas and work permits to them. These restrictions apply to all foreign citizens and stateless persons, except for the exceptions listed below.
The Ministry of Internal Affairs of Russia has suspended the acceptance of documents, registration and issuance of invitations to enter Russia for the purpose of training and work. In addition,
the Ministry of Internal Affairs of Russia and its territorial bodies suspended the issuance of permits to attract foreign workers and work permits in the general manner. The Russian Ministry of Foreign Affairs, in turn, suspended the acceptance of documents, processing and issuance of all categories of visas (including electronic ones) with the exception of diplomatic, service, ordinary business visas, tourist visas to the persons indicated below.
The circle of persons whose entry into Russia is NOT restricted, according to the Order of the Government of Russia No. 635-р dated March 16, 2020 (as amended on 14.05.2022):

• accredited or appointed employees of diplomatic missions and consular posts of foreign states in Russia, international organizations and their representations, other official representations of foreign states located in Russian; • officials of the Standing Committee of the Union State, as well as family members of these persons (spouses, parents, children, adoptive parents, adopted children); • deputies and officials of the Parliamentary Assembly of the Union of Belarus and Russia; • employees of the Intergovernmental Courier Communications; • employees of special communications services delivering special items in accordance with the Agreement on the interstate exchange of special communications items December 23, 1993; • members of official delegations; • persons with diplomatic, service visas. |
• family members (spouses, parents, children, brothers and sisters, grandfathers, grandmothers, grandchildren, adoptive parents, adopted children), guardians and trustees of citizens of Russian or foreign citizens or stateless persons permanently residing in the territory of Russia **; • family members of a close relative (spouses, parents, children, brothers and sisters, grandfathers, grandmothers, grandchildren, adoptive parents, adopted children) entering Russia and following to carry out his burial (if there are documents of kinship and death) **; • persons entering Russia to take care of sick close relatives (spouses, parents, children, siblings, grandfathers, grandmothers, grandchildren, adoptive parents, adopted children) **; • genetic parents of children born in Russia from surrogate mothers who enter for the purpose of state registration of birth, when sending lists to the Federal Security Service and the Ministry of Internal Affairs by the Ministry of Health ** |
• permanent residents of Russia (with residence permit)**; • following in transit through air checkpoints across the state border of Russia (without leaving the airport); • citizens of the CIS member states, the Republic of Abkhazia and the Republic of South Ossetia (when traveling to the country of citizenship); • citizens of the EAEU member states, if they have a loaded PCR test result in the application "Travel without COVID-19" (from 01.09.2021 also citizens of the Republic of Moldova, Tajikistan, Turkmenistan and Uzbekistan); • drivers of trucks of international road traffic, buses of international traffic (on which the transportation of the persons specified in this paragraph is carried out, and the carriage of goods is not allowed) **; • crews of air, sea and river vessels, train and locomotive crews of international railway traffic, personnel determined by international agreements of Russia in the field of railway transport. Including crew members traveling through the territory of Russia n to change the crews of ships in the ports of Russia, personnel determined by the international agreements of Russia in the field of railway transport, as well as crew members (who have certificates of a crew member of an aircraft and flight tasks or a general declaration of an aircraft for the planned flight), traveling by road, air, rail or sea to change the crews of aircraft) **; • persons with ordinary private visas issued by the decision of the Ministry of Foreign Affairs of Russia; • persons who have a certificate of a participant in the state program for voluntary resettlement in Russia and their family members; • employees entering for maintenance (if the customer of the work is under the jurisdiction of the federal executive body, which has sent lists of foreign employees to the Ministry of Internal Affairs), or such lists have been sent by Rosatom) **; • highly qualified specialists and their family members (spouses, parents, children, adoptive parents, adopted children) when entering Russia, (if the employer / customer is under the jurisdiction of the federal executive body, which has sent lists of such foreign citizens to the Ministry of Internal Affairs, or if such lists are sent Rosatom) **; • persons participating in quality control of equipment manufactured by Russian legal entities and supplied in accordance with contracts governing the construction of nuclear facilities abroad, and within the framework of the implementation of international treaties of the Russian Federation, according to lists sent by the State Atomic Energy Corporation Rosatom "to the Ministry of Internal Affairs of Russia **; • persons involved as highly qualified specialists in the field of sports, or participating in sports events on the territory of Russia (and their family members - spouses, parents, children, adoptive parents, adopted children), included in the list sent by the Ministry of Sports of Russia to the Ministry of Internal Affairs of Russia**; • persons entering Russia for the purpose of making business trips specified in the lists formed in accordance with the algorithm of actions to ensure the entry into Russia of foreign citizens - owners or heads of enterprises operating in Russia, and foreign citizens for their participation in negotiations on the implementation of investment projects directed by the Ministry of Economic Development of Russia to the Ministry of Internal Affairs of Russia **; • persons participating in the certification of new aircraft and maintaining the airworthiness of domestically produced aircraft of Russian operators according to the lists sent by the Ministry of Industry and Trade of the Russian Federation to the Ministry of Internal Affairs of Russia **; • permanent residents in the city of Baikonur, or participating in the implementation of space programs (subject to their inclusion in the lists sent by Roscosmos to the RF Ministry of Digital Science and the RF FSB); • citizens of Belarus (with a residence permit or other right to permanently reside in Belarus) when entering from Belarus or the states specified in Appendix No. 1 to the Order, by air and by passenger railway transport **; • citizens of Belarus (if they are employees of Belarusian companies): A) and take part in work in the field of nuclear energy, construction, oil / gas production, mineral processing; B) and are directed to work on a watch at industrial facilities in Russia; C) and are included in the lists that are sent to the Ministry of Internal Affairs by the executive authority (in whose sphere of reference the customer of the above works) or Rosatom); • persons entering Russia for the purpose of treatment, as well as their accompanying persons (information about which was sent by a medical organization (from the FRMO register) through the State Services in accordance with the algorithm for submitting applications) *; • citizens of foreign states (defined in Appendix No. 1, for more details please read here) entering Russia from states according to the specified list, as well as from Belarus, through air checkpoints, as well as persons who have a residence permit or other document confirming the right to permanent residence in a given foreign country ** • citizens of the Republic of Abkhazia entering Russia from the Republic of Abkhazia **; • citizens of the Republic of South Ossetia entering Russia from the Republic of South Ossetia **; • persons taking part in events as participants in UEFA Euro 2020 sports competitions, as well as volunteers who have entered into civil contracts for participation in UEFA Euro 2020 events and arriving in Russia until December 31, 2021 inclusive, specified in the lists sent by the Ministry of Sports of Russia **; • persons entering Russia as spectators of UEFA Euro 2020; • persons entering Russia from March 1, 2022 to September 30, 2022 to participate in the International Congress of Mathematicians in St. Petersburg in 2022, including the General Assembly of the International Mathematical Union and satellite events; • persons who are immigrants from the Republic of Latvia / the Republic of Turkmenistan (having a permission to move) to Russia in accordance with international agreements, as well as minor members of their families traveling with the immigrants, indicated in the ID of the immigrant / permission to move **; • persons entering Russia for the purpose of studying at educational institutions of higher education and professional educational organizations (indicated in the lists formed by these educational organizations and sent in agreement with the founders to the state system of migration and registration registration) **; • persons entering Russia in order to carry out labor activities (indicated in the lists formed in accordance with the algorithm of actions) (more details here) **; • persons entering Russia in the event of their extradition, information about which was sent by the Federal Penitentiary Service of Russia to the Federal Security Service of Russia; • persons who are service personnel of the leased part of the Saimaa Canal, as defined by the Agreement between Russia and Finland on the lease by the Republic of Finland of the Russian part of the Saimaa Canal and the adjacent territory and on the implementation of navigation through the Saimaa Canal, signed in Lappeenranta on May 27, 2010; • persons who previously entered the territory of the Republic of Abkhazia from Russia (foreign citizens permanently living in the territory of a foreign state from Appendix No. 1 and citizens of the Republic of Belarus and persons with a residence permit in the Republic of Belarus). Provided that the above persons are included by the Ministry of Economic Development of Russia in the list of persons transmitted by the Ministry of Internal Affairs of the Republic of Abkhazia through the State Service portal to the FSB of Russia and the presence of a negative PCR for COVID-19, submitted no earlier than 3 days before arrival in Russia**; • citizens of the Republic of Finland traveling to Russia by rail passenger transport from the Republic of Finland; • persons carrying out entry into Russia of the territories of the Lugansk People's Republic, the Donetsk People's Republic and Ukraine; • citizens of the Republic of Belarus entering Russia through the Russian-Belarusian state border; • citizens of the LPR, DPR, Ukraine, Armenia and Kyrgyzstan entering Russia from the territory of third countries; • citizens of the Republic of Kazakhstan entering Russia through the Russian-Kazakh state border; • persons entering Russia through the RussianMongolian state border; • persons entering Russia through the Russian-Chinese state border.
