Passport of a citizen of Russia gives its owner a large number of advantages, including:
• the opportunity to receive a number of benefits for citizens of Russia (for example: discounts on travel, tickets to museums, etc.);
• the possibility of receiving free medical care;
• the opportunity to receive free education;
• the possibility of employment without obtaining special permits and without restrictions on positions;

• income tax payment at the rate of 13%;
• the right to hold general positions in public and private companies;
• obtaining the right to vote;
• other additional measures of state support.
One of the measures of additional state support is maternity capital. This measure of state support has been in effect in Russia since 2007. Due to the innovation, citizens of the Russian Federation can receive 483,882 rubles for the first child and 155,550 ruble. for the second (for just two children, the family receives 639,432 rubles as of 2021).
Maternity capital is issued after the preliminary registration of the certificate. The certificate can issued in hard copy or in electronic form. Both forms are equally valid.
Maternity capital funds can be used for:
• improvement of living conditions;
• payment for education;
• mother's funded pension;
• goods and services for disabled children;
• monthly payments for a second child born or adopted from January 1, 2018.
You can use maternity capital both for one purpose and in parts for different purposes.
Certificate for maternity capital may be issued to the following citizens of Russia:
• a woman who has citizenship of Russia who has given birth (adopted) a second, third child or subsequent children starting from January 1, 2007;
• a man who has the citizenship of Russia, who is the only adoptive parent of the second or subsequent children, if the court decision on the adoption entered into force starting from January 1, 2007;
• the father (adoptive parent) of the child, regardless of whether he is a citizen of Russia, in the event of termination of the right to additional measures of state support of a woman who has given birth (adopted) children, due, for example, to death, deprivation of parental rights in relation to the child, in connection with the birth (adoption) of which there was a right to receive maternity capital, to commit a deliberate crime against one's child (children) related to crimes against the person;
• a minor child (children in equal shares) or a full-time student (children) until they reach the age of 23, upon termination of the right to additional measures of state support for the father (adoptive parent) or a woman who is the only parent (adoptive parent) ) in cases established by federal legislation.
To obtain a certificate, it is important that children are born as a citizen of Russia.
From April 15, 2020 certificates are issued in a proactive mode - without applications. Maternity certficate will be formed and sent out to the personal account in Gosuslugi automatically. It usually takes about 15 days to get maternity certificate after child birth registration.
If the certificate was not issued in proactive, the applican shall submit the following documents through the "Gosuslug" portal (link to therelevant application form):
• application;
• passport of a citizen of Russia;
• birth certificates of all children (for adopted children - adoption certificates);
• documents confirming the Russian citizenship of a child born (adopted) after January 1, 2007, in connection with the birth of which the right to additional measures of state support arose: a birth certificate, which indicates the citizenship of his parents or is stamped by the passport and visa service on the citizenship of the child (insert in the child's birth certificate, if received before 07.02.2007).
If necessary, documents (information from documents) are submitted confirming the death of a woman who gave birth (adopted) children, the announcement of her deceased, the deprivation of her parental rights, the commission of a deliberate crime related to crimes against the person in relation to her child (children), death parents (adoptive parents), etc.
The pension fund (PFR) officer will check the documents. If the PFR will need applicant to provide additional information, applicant may be invited to an appointment at the PFR subdevision at the place of applicants location. After the invitation, applicant shall fie additional documents within 3 days to avoid rejection of application.
After 15 calendar days ( this period can be extended for another 15 days in some cases), the PFR will send an electronic certificate signed by the electronic signature of an employee of the PFR department to applicants personal account.
At apllicants request, in the territorial body of the PFR (MFC), you can receive an extract from the federal register on the certificat issue, a certificate in hard copy, confirming the content of the certificate in electronic form, certified by the head of the territorial body of the PFR.
