On April 21, 2022, bill No. 111236-8 “On Amending Federal Law No. 115-FZ of July 25, 2002 “On the Legal Status of Foreign Citizens in Russia” was submitted to the State Duma, which provides for the possibility of granting a residence permit to foreign citizens and stateless persons recognized as compatriots abroad.
To this end, the Federal Law of July 25, 2002 No. 115-FZ will include the concept of “compatriots abroad” in the list of basic concepts. They will be given the right to apply for a residence permit in the subject of Russia they have chosen to move to, if
- in this subject of Russia they have their own or rented housing;
- or a State program is being implemented in the selected subject to assist voluntary resettlement in Russia of compatriots living abroad.
At the same time, such foreign citizens will be able to apply both in Russia and abroad. Together with them, a residence permit can be obtained by members of their families, namely:
- spouse;
- minor children;
- disabled family members who are under guardianship.
