The main changes introduced by the new order to the Administrative Regulations for issuing an invitation to foreign citizens are as follows:
- clarified that the MFC does not participate in the provision of this service, only units of the Ministry of Internal Affairs;
- clarified that the decision to issue an invitation is made by the head (deputy head) of the Main Department of Internal Affairs of the Ministry of Internal Affairs, or the head (deputy head) of the territorial body of the Ministry of Internal Affairs at the regional or district level by affixing the appropriate stamp;
- the result of the provision of a public service can be obtained from the migration department;
- reduced the consideration period from 20 working days to 15 working days;
- amendments were made as part of the implementation of the provisions of Law No. 357-FZ of July 14, 2022, namely, scientific ones were added to the wording of the procedure for issuing invitations for the purpose of training, in addition to educational organizations;
- the procedure for submitting a request through the Unified Portal of State and Municipal Services has been clarified - such a request must be signed with a simple electronic signature or an enhanced unqualified electronic signature.
The changes come into force on December 10, 2022.
