According to the current wording of Article 15.1, minors under 18, women over 60, and men over 65 are exempted from the obligation to take exams in the knowledge of the Russian language, history of Russia and legislation of Russia, among other categories.
The new draft law proposes to exclude elderly men and women from the number of exempted from this duty, and to reduce the age of minor citizens exempted from it to 14 years.
According to the explanatory note, changes are proposed to be made in order to ensure the necessary level of integration into Russian society of arriving migrants, to motivate them to study the Russian language, social and cultural features of Russia. It is assumed that children under the age of 14 are more likely to acquire this knowledge by studying in a Russian school, and older foreign citizens should acquire this knowledge, since they are directly and widely involved in the upbringing of their grandchildren.
Also, the draft law proposes to exclude from the list of exempted from the obligation to confirm their knowledge of the Russian language and Russia those foreign citizens with limited legal capacity, whose legal capacity was limited due to their addiction to gambling, alcohol and drug abuse.
