The Commissioner for Human Rights in Russia Tatyana Moskalkova proposed to amend the draft law № 49269-8 "On Citizenship", which proposes to give a child Russian citizenship regardless of his place of birth, if one of his parents has this citizenship.
Currently, a child can obtain Russian citizenship only if he was born in Russia, or if otherwise he can become a stateless person. In case of birth outside Russia, he can become a citizen of Russia only if both his parents or the only parent are Russian citizens.
The amendments also propose to abolish the requirement to provide a notarized consent of the second parent - a foreign citizen - to obtain Russian citizenship by the child, if the second parent is a Russian citizen.
As follows from the explanatory note, "the need for amendments is due to the fact that at present, in the event of a conflict in families, the requirement for the mandatory consent of a foreign parent often becomes an insurmountable obstacle of obtaining a Russian citizenship for the child".
