A draft law has been submitted to the State Duma of Russia on changing the procedure for recognizing foreign driver's licenses when their owners receive a residence permit or citizenship.
It is planned to oblige foreign drivers to obtain Russian driver's license after a certain period of stay in Russia after successfully passing a medical examination and examination test.
According to the draft law, it is also planned to prohibit the re-obtaining of a driver's license for persons who had been a subject to administrative penalty for drunk driving or refusal of a medical examination, as well as criminal punishment in the form of a ban on driving a vehicle if they do not have a driver's license at all or as a result of its revocation as a penalty.
According to the explanatory note, the purpose of the law is to reduce the number of accidents involving foreign drivers who have not passed a medical examination in the territory of Russia and the examination tests established by the Russian legislation.
However, there are ambiguities in the base of the documents of the bill – in particular, in the text of the draft law, one year is indicated as the period during which a Russian driver’s license must be obtained, while in the explanatory note – 6 months.
