In the summer 2017 the Russian Ministry of Internal Affairs has drafted a bill defining the responsibility of the inviting party for foreign nationals staying in Russia.
It is proposed changes in part 2 of article 18.9 of the Code of Administrative Offenses of Russia. If the inviting party does not take measures to ensure the timely departure of an invited foreign national from Russia and a foreign national does not observe the stated purpose of entry into Russia – the following administrative fines can be imposed:
• for nationals in the amount from 2 000 to 4 000 rubles;
• for officials - from 45 000 to 50 000 rubles;
• for legal entities - from 400 000 to 500 000 rubles.
