On September 16, 2023,
Order No. 16959 of the Russian Ministry of Internal Affairs of August 16, 2023 comes into force, adding the Republic of the Congo to the list of countries whose diplomatic representatives are required to undergo fingerprinting and photographing procedures in Russia on the basis of the principle of reciprocity.
On December 29, 2021, changes to Federal Law No. 115-FZ came into force, which obligated foreign citizens to undergo mandatory fingerprint registration and photography, as well as a medical examination.
At the same time, clause 21 of Art. 5 Federal Law No. 115-FZ provides that, on the basis of the principle of reciprocity, certain categories of foreign citizens are exempt from the above obligations.
However, representatives of certain categories (holders of diplomatic and service passports) of citizens of some countries still need to undergo fingerprint registration, medical examination and photography based on the principle of reciprocity.
