On September 2017, the Russian Ministry of Labor presented a draft resolution of Russian Government for anti-corruption expertise. It is proposed to leave without change in 2018 the permissible proportion of foreign workers employed by business entities engaged in activity in certain types of economic activities in Russia in 2016 provided by the All-Russian Classifier of Economic Activities (OK 029-2014 (NACE Rev. 2):

As in the current year, it is planned to save a ban on use of foreign labor hire in retailing drugs in specialized stores (pharmacies) (code 47.73), in retail trade in non-stationary objects of trade and markets (code 47.8), and other trade outside stores, tents, markets.
The current restriction in the sphere of vegetable growing does not apply to economic entities in the Krasnodar, Stavropol, Khabarovsk territories, as well as the Astrakhan, Volgograd, Voronezh, Lipetsk, Moscow, Rostov and Saratov regions (paragraph 2 of the Resolution).
However, beginning the next year, the Ministry of Labor proposes to exclude the Krasnodar Krai from this list of exceptions and apply to this region a general requirement of an allowable 50% of the total number of employees used by business entities in growing vegetables.
An independent anti-corruption examination of the document will last until September 25.
