From September 1, 2025, an experimental procedure for registering foreign citizens via the "Amina" mobile application comes into force (more details in our news).
On August 29, 2025, the Ministry of Internal Affairs (MVD) of Russia approved the regulations for the experiment on migration registration using the "Amina" application. The new law for foreign citizens simplifies the procedure for registration at their place of stay, making it fully digital.
The first of the published documents (
Order of the MVD of Russia No. 563 dated 08/11/2025) approves a significantly shortened list of information required for registration via the application. It includes only basic data:
• Last name, first name, patronymic (if any);
• Citizenship;
• Date and place of birth;
• Gender;
• Details of the identity document;
• Phone number (if any);
• Address of actual location in a simplified format (subject of Russia, municipality, locality, and details down to the building and apartment level, if available).
The second
MVD order No. 562 dated 08/11/2025 details the automated procedure for deregistering a foreign citizen on an experimental basis. The grounds for termination of registration are:
• Absence of geolocation data from the participant's mobile device for more than 3 working days.
• Receipt of information from the Federal Security Service about the foreigner's departure from Russia.
• Receipt of information from state registers about the registration of the death of a foreign citizen on the territory of Russia.
• Independent registration of the foreigner for migration registration in the standard manner in a region not participating in the experiment.
• A court decision entering into legal force recognizing the participant as missing or declaring them deceased.
Deregistration on these grounds will be carried out automatically or by an authorized official within 3 working days from the moment the relevant information is received by the system.
Both orders are effective for the same period as the experimental regime - from September 1, 2025, to September 1, 2029, inclusive.
