Currently, the exam in Russian as a foreign language for obtaining a temporary residence permit, a residence permit, and Russian citizenship is conducted in oral and written forms. The exam for foreign citizens applying for a work permit in Russia or a patent is conducted only in written form.
To implement this initiative, it is necessary to amend the Regulation on the examination, approved by the Russian Government Resolution of May 31, 2021 No. 824. We are closely monitoring the introduction of these amendments and their entry into force, and will immediately inform you about them.
We also remind you that from May 1, 2024, only state universities have the right to administer the Russian language exam (more details in our news), and the State Duma of Russia is considering a draft law on the introduction of administrative liability for violating the procedure for issuing a certificate of proficiency in the Russian language and calculating the cost of the exam.
