According to the law, only government institutions included in the list established by the Government of Russia will be authorized to take exams and issue certificates of knowledge of the Russian language, history and legislation of Russia. The procedure and criteria for including government institutions into this list will be also approved by the Government of Russia. The law also prohibits third parties - intermediaries - from organizing and conducting Russian language exams for foreign citizens.
This draft law was part of a package of five initiatives aimed at curbing illegal migration. The draft laws were submitted to the State Duma by deputies of all factions, headed by the Chairman of the Chamber Vyacheslav Volodin, on October 1 (read more about these initiatives in our news).
The law comes into force 30 days after its official publication, that is, on December 10, 2024.
A draft resolution of the Government of Russia has also been prepared, according to which the cost of exams for foreign citizens will be fixed. Currently, it is calculated according to the formula established by the Resolution of the Government of Russia dated May 31, 2021 No. 831. After the new resolution comes into force, the cost of exams for foreign citizens will be as follows:
• Russian language exam for obtaining Russian citizenship - 2950 rubles;
• exam in the history and fundamentals of Russian legislation for obtaining Russian citizenship - 2950 rubles;
• comprehensive exam in Russian language, history and fundamentals of Russian legislation:
▪ to obtain a temporary residence permit or a residence permit – 5900 rubles;
▪ to obtain a work permit or a patent – 3800 rubles.
