From May to August 2015, the Smolensk region was marked by a sharp increase of the applications from foreigners married to Russian citizens, for the issuance of temporary residence permits (TRP). Most of these marriages were registered in the Civil Registry Office of Vyazma.
At the same time, law enforcement officials checking this accident, found out that the applicants (foreigners) do not know the name and date of birth of their spouses and do not live together in many cases. The problems with their registrations before the marriage were found out as well. The Federal Migration Service of Russia in the Smolensk region sent an application to the Vyazemskaya district prosecutor's office. As the conclusion of an audit, the Vyazemskaya district prosecutor's office submitted the statements for the marriage annulments to the court. These statements were allowed by the court.
A number of fictitious spouses (Russian citizens) testified, confirming that they know nothing about their spouses - foreign citizens, and got married for a cash reward. The TRP is issued to foreign citizens within the quota. It is also issued beyond the quota for foreign citizens married to Russian citizens with the residence in the RF.
Thus, the fictitious marriages are often the tool of obtaining the illegal TRP, which is suppressed by the law enforcement agencies.
