Bill No. 92282-8 aimed at changing the interpretation of the concept of “compatriot” has been submitted to the State Duma of Russia. The deputies believe that at the moment this concept is very broad and needs to be clarified.
So, if this bill is approved, then only persons “who speak Russian ... and belong to the people historically residing on the territory of Russia”, as well as “whose direct ancestors were born and lived on the territory of Russia” will be recognized as compatriots.
In particular, the initiators want to exclude the connection between the citizenship of the USSR and the concept of a compatriot, and also clarify the list of peoples who historically lived on the territory of Russia.
