On 11 July 2017 the State Duma Committee on state construction and legislation recommended to make amendments that abolish the need to obtain the consent of a foreign state for receiving Russian citizenship by Russian native speakers.
The Head of the Department on migration issues of Russian Interior Ministry Olga Kirillova said during the meeting that need to receive such consent was an obstacle for those who want to obtain a Russian passport. The consent of a foreign state is required by current legislation to obtain Russian citizenship.
The following scheme is proposed: Ukraine citizens sign a document indicating that they are renouncing the citizenship of Ukraine. This document is notary-certified, one copy remains in the migration service of the RF, the second notarized copy is sent to Ukraine.
On the basis of a notary-certified refusal, citizenship of the RF will be granted.
