On May 28, 2019, the State Duma adopted in the second reading a bill providing for the right of foreign artists working in the sphere of science and culture not to receive a work permit or patent if their visit to Russia lasts up to 30 days. Relevant cultural institutions in this case are exempt from obtaining foreign labor hire permit.
