What will change for migrant children?
According to the draft law, regional and municipal education authorities will be required to share the following information with the MVD:
- full names of the child and their parents (or legal guardians);
- results of Russian language proficiency tests;
- enrollment and withdrawal data from educational institutions.
In return, the MVD will provide schools with information about:
- the child's registration status;
- the migration records of foreign nationals.
Why is this law necessary?
As Vyacheslav Volodin explained, the initiative is intended to:
- monitor the legal status of children and their parents residing in Russia;
- identify underage migrants who are not attending school, in order to prevent violations;
- combat illegal migration and reduce the risk of children becoming involved in criminal activity.
Special attention is given to Russian language proficiency - all test results will be recorded in a federal database.
Implications for migrant families
The law aims to:
- improve transparency in migration tracking;
- accelerate the integration of foreign children into Russian schools;
- reduce the number of undocumented migrants through interagency coordination.
Experts note that while the initiative may pose additional challenges for migrant families, it is also likely to enhance safety and improve oversight of the educational process.
