At the plenary meeting on Tuesday, State Duma has enacted a law on the issuance of temporary identity certificates for stateless persons who temporary reside in the Russian Federation. A draft law has been introduced to State Duma by the Russian government. As it is specified, such certificate that identifies a stateless person after identity check is not forseen in the legislation of the Russian Federation at the current moment. The law provides that a temporary certificate of the stateless person in the Russian Federation is issued on the basis of the identification conclusion of this person and proves the identity of this person in the Russian Federation. According to the law, the stateless persons who have a temporary identity certificate, will be able to work without the processing of approval documents.
The law also provides for the registration at the place of residence for the persons with the temporary identity certificates after seven working days from the date of a certifice issuance. The law provides for the suspension of previous decisions which have been taken in relation with not allowing to enter Russia or undesirability of stay or residence in the RF, since the issuance of a temporary identity certificate allows a stateless person to stay in Russia. A temporary identity certificate will be issued for ten years. A stateless person will be obliged to apply at the territoral body of the Ministry of Internal Affairs of Russia with a request to replace the temporary identity certificare not later than in ten working days before its expiration.
