On December 18, 2018, the State Duma adopted in the third reading a bill that give right to President of Russia to determine the categories of foreign citizens which may receive Russian citizenship in a simplified manner.
As the authors of the bill emphasize, it will make possible to admit citizenship in a simplified manner to people from states with a problem socio-political and economic situation, where armed conflicts or a change of political regime occured. It primarily concerns the citizens of the Donetsk People Republic, the Lugansk People Republic and Ukraine, who want to receive Russian citizenship.
It also simplifies the procedure for admission of compatriots to Russian citizenship. They will be able to apply for citizenship not at the place of registration, as required by applicable law, but at the place of stay.
