The state duty for issuing or extending the period of validity of a visa to a foreign citizen or stateless person residing in Russia, according to this bill, will be:
- single or double entry - 1000 rubles;
- multiple - 1600 rubles.
The draft law also proposes to introduce new state duties:
- for changing the purpose of stay in Russia of a foreign citizen or stateless person - 3,000 rubles;
- for the issuance of a single document proving the identity of a foreign citizen on the territory of Russia, with an electronic storage medium, including in the event of its replacement, to a foreign citizen or stateless person - 5,000 rubles (under the age of 14 years - 1,000 rubles);
- for granting a foreign citizen or stateless person the right to permanent residence in Russia - 5,000 rubles;
- for granting a foreign citizen or stateless person the right to a long-term stay in Russia,
including in the event of a change in the basis giving the right to a long-term stay in Russia - 1,600 rubles;
- for the issuance of a refugee's travel document containing an electronic data carrier - 350 rubles.
The bill proposes to exempt from paying the state fee for the provision of these public services to foreign citizens who have the status of a participant in the State Program to Assist Voluntary Resettlement to Russia of Compatriots Living Abroad.
It is also proposed not to pay the state duty "for obtaining Russian citizenship to a stateless person who does not have a state ready to accept him."
At the current stage, public discussions are being held regarding the text of the draft regulatory legal act and an independent anti-corruption expertise.
The amendments are expected to come into force on January 1, 2024.
