Russian President Vladimir Putin has signed Decree No. 203 dated 01.04.2025, introducing a simplified procedure for issuing Russian driver’s licenses to citizens of Abkhazia. The new rules apply to those holding Russian citizenship or a residence permit in Russia.
We remind you that 1 April 2025 marked the deadline for exchanging foreign driver’s licenses held by Russian citizens and residence permit holders in Russia for Russian-style driver’s licenses (details in our news). Citizens of Russia and the Republic of Belarus with Belarusian-style driver’s licenses are exempt from this requirement - their licenses remain valid without restrictions.
Under the new decree, citizens of the Republic of Abkhazia with a Russian passport or residence permit will be able to obtain Russian national driver’s licenses without taking exams or undergoing a medical examination. The basis for issuance will be valid driver’s licenses issued by the official authorities of the Republic of Abkhazia.
The decree remains in effect until 1 April 2026. This decision aims to simplify administrative procedures for citizens of Abkhazia with legal ties to Russia.
The Russian Ministry of Internal Affairs noted that the new procedure fully complies with current legislation and takes into account the special nature of relations between Russia and Abkhazia.
