The Decree grants the right to foreign citizens wishing to move to Russia due to the destructive policies of their countries, the right to apply for a temporary residence permit in a simplified manner: without taking into account the quota for issuing a temporary residence permit approved by the Government, without an exam in the Russian language, the history of Russia and the fundamentals of Russian legislation.
In accordance with the Decree, this right can be used by foreign citizens and stateless persons "who have expressed a desire to move to Russia for residence from foreign countries of their citizenship on the grounds of non-acceptance of the policy implemented by these countries, which imposes destructive neoliberal ideological attitudes that contradict traditional Russian spiritual and moral values."
The list of such countries will be established by the Government of Russia, and the decree provides a period of 1 month for the publication of such a list.
The Decree comes into force on September 1, 2024, with the exception of the clause on the obligation of the Government of Russia to ensure the implementation of measures to implement the Decree and bring its acts into compliance with the Decree, this clause came into force on the date of publication of the Decree, that is, August 19, 2024.
