The Government of Russia, by its order of December 02, 2021 N 3424-p, amended the order of the Government of Russia of March 16, 2020 N 635-p, including 5 more countries in Appendix 1, namely:
- Argentina;
- Bangladesh;
- Brazil;
- Costa Rica;
- Mongolia.
Citizens of the above countries and persons holding a residence permit in them are allowed to enter the territory of Russia, provided that it is carried out:
- from the states specified in Appendix No. 1 of the order of the Government of Russia dated March 16, 2020 No. 635-p and from the Republic of Belarus (you can find the full list of countries in our newsletter);
- through air checkpoints across the state border of Russia;
- if these foreign citizens have a negative PCR test for COVID-19, performed no earlier than 72 hours before arrival in the territory of Russia (please take into account the information on shortening the validity period of the PCR test given in our newsletter);
- if there is an application installed on an electronic device "Traveling without COVID-19" and a PCR test loaded into it, in case of entry is carried out from the EAEU countries, as well as Azerbaijan, Moldova, Tajikistan, Turkmenistan and Uzbekistan.
In addition, these persons are no longer subject to restrictions on accepting documents, issuing and issuing invitations to enter, and the Ministry of Internal Affairs of Russia has resumed accepting documents for citizens of these countries to obtain a work permit.

The flights with the above countries resumed from December 1, 2021. Please note that the leadership of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation on Migration Issues explains that the resumption of air traffic does not mean the removal of any transport restrictions with the country, within 90 days after which citizens who have no legal basis for staying in Russia are obliged to leave it.
