According to the Decree, Ukrainian citizens who are in Russia without legal grounds must legalize their stay or leave the country by September 10, 2025.
At the same time, administrative liability measures will not be applied to them if such citizens undergo fingerprinting, photographing and medical examination.
The Decree also invalidates Decree No. 585, which allowed Ukrainian citizens to stay in Russia for an unlimited period of time without registration, as well as to work without a work permit (patent) and for any purpose of entry in the migration card.
The new Decree gives the right to any foreign citizens, including citizens of Ukraine, to work without a patent or work permit only in the territory of the DPR, LPR, Zaporizhzhia and Kherson regions, subject to passing a medical check-up and fingerprinting. When applying for a job, foreign citizens are required to present to the employer a document confirming that they have passed fingerprint registration and photographing.
The Decree also provides for the obligation of foreign citizens who arrived in the territory of the DPR, LPR, Zaporizhzhia and Kherson regions before the entry into force of the Decree to undergo a medical check-up before June 10, 2025, if they were required by law to undergo such a medical check-up and did not undergo it earlier.
The decree entered into force on March 20, 2025.
