The Governor of the Kaliningrad Region signed Decree No. 54 dated June 23, 2021, which prohibits employers engaged in the following types of economic activity from attracting foreign workers on the basis of patents.

This ordinance entered into force on September 22, 2021. The economic entity had to fulfill this requirement before January 1, 2022.
Please note that this also applies to those companies that indicated the types of activities listed in the Decree as additional (such a position follows from the previously provided clarifications of the Ministry of Labor and is supported by the position of the Supreme Court dated January 14, 2016 No. AKPI15-1315).
In addition, we remind you that until January 1, 2022, companies had to bring the number of foreign employees in accordance with the Decree of the Government of Russia. Read more in our news.
