We remind you that from January 1, 2025, innovations came into force that complicate the acquisition of SIM cards in Russia by foreign citizens (more details in our news). Now, in order to conclude a contract for the provision of communication services, a foreign citizen must have a SNILS in Russia, as well as an account on the State Services portal with biometric registration. These measures are aimed at strengthening the fight against fraud and eliminating "gray" SIM cards.
According to the amendments proposed in the draft resolution, foreign citizens will be able to:
- apply for SNILS;
- create a verified account on the State Services portal;
- register biometrics to purchase a SIM card.
This will be possible due to a significant acceleration of obtaining SNILS - service centers will be able to send information about a foreign citizen to the Social Fund of Russia using State Services to obtain this document. Then, during the same visit, a verified account will be created on the State Services portal, which is necessary to purchase a SIM card.
The changes are planned to come into force on April 30, 2025.
