We previously wrote about the adoption of this law in the third reading.
According to this law, after obtaining Russian citizenship or a residence permit in Russia, driving licenses issued in a foreign country are valid on the territory of Russia only for 1 year after obtaining Russian citizenship or a residence permit in Russia.
Foreign citizens who have a residence permit in Russia will need to obtain national Russian driver's licenses to continue driving legally in Russia.
An exception is made for national driver's licenses issued in the Republic of Belarus, held by citizens of Russia and citizens of the Republic of Belarus who have received a residence permit in Russia - their licenses issued in the Republic of Belarus remain valid.
Foreigners who do not have a residence permit in Russia and Russian citizenship will be able to drive vehicles in Russia with a foreign or international license without a time limit.
Foreign national and international driver's licenses of foreign citizens with a residence permit in Russia and citizens of Russia (except for national driving licenses issued to citizens of Russia and the Republic of Belarus in the Republic of Belarus), received before the date of entry into force of this law, will become invalid after a year after the entry into force of the law force, that is, April 1, 2025, if such citizens entered Russia before this law came into force. Foreign driver's licenses of Russian citizens who entered Russia after the entry into force of this law become invalid after a year has passed from the date of entry of these citizens into Russia.
