On June 7, 2017, the Federal Law No. 111-FZ "On Amendments to the Federal Law “On the order of enter and exit of the RF” and Article 6 of the Federal Law “On the legal status of foreign citizens in the RF" came into force. The following innovations are provided:
- An ordinary visa to enter the RF in order to obtain a TRP is issued for up to 4 months (if there is a decision of the Ministry of Internal Affairs on the issue of a TRP).
- A visa of a temporary resident is issued to a foreign citizen in the Ministry of Internal Affairs when the TRP is issued to that foreign citizen - and the term of such a visa is equal to the term of the issued TRP.
Confidence Group receives various questions regarding this law, including the need to issue such visas for citizens from countries with which Russia has a visa-free regime, as well as for citizens from countries that do not need a visa to stay in the RF providing a temporary residence permit in accordance with international treaties.

Amendments to the Federal Law were made in connection with the decision of the Constitutional Court of the RF as of February 16, 2016.
Due to the uncertainty of the previous regulations, the legislative provisions made it possible to prosecute for violation of the rules of crossing the state border of the RF of a foreign citizen with the valid TRP, in case of presentation of this permit and a visa which was used to enter Russia and which is expired.
A foreign citizen could be brought to administrative responsibility on a mere formal basis for the absence of a visa with not expired validity, and a foreign citizen could be refused to pass through the state border of the RF for the exit.
Thus, these amendments are aimed only at eliminating this lack of regulatory regulation and do not imply any significant changes in the current procedures.
The innovation does not introduce any changes to the current procedure for entry and stay in the RF as foreign citizens from countries with visa-free entry with the RF, as well as for citizens from countries that do not require a visa with a temporary residence permit in accordance with the International Treaties.
Also, innovations are envisaged in the rules for determining and allocating quotas for the issuance of the TRP, which will be approved by the Government of the RF - this provision of the Federal Law enters into force after 180 days after publication. Other changes come into force from the moment of publication.
