The draft law proposes to introduce the obligation for foreign citizens to undergo fingerprinting upon entry to the territory of Russia, and not at the migration service at the place of stay, as is currently the case.
This will apply to foreign citizens who arrived in Russia for purposes not related to employment for a period exceeding 90 calendar days, and foreign citizens who arrived in Russia for the purpose of employment.
According to the explanatory note to the draft law, the introduction of the fingerprinting procedure upon entry into Russia will allow tracking the movement of foreign citizens and uniquely identifying them, preventing unwanted persons from re-entering Russia, and preventing foreign citizens from evading fingerprinting.
According to the authors of the initiative, the current fingerprinting procedure, which involves submitting biometric data to the migration service at the place of registration, does not ensure proper accounting of foreign citizens and allows this category of persons to avoid biometric registration.
It is expected that this law will come into force on January 1, 2025.
