The innovation proposes to revoke foreign drivers of the right to drive vehicles on the basis of a foreign license in the event of an administrative offense
in the field of road traffic from the date of entry into force of the ruling on the administrative offense case.
In the explanatory note, the authors of the draft law cite statistics that indicate an increase in the number of accidents involving drivers with foreign licenses. In 2023, the number of accidents increased by 6.5%, the number of victims increased by almost 8.5%, and the number of fatalities increased by 4.5%. "Migrant drivers regularly become participants in accidents. Literally every week in Russia there are serious car accidents with passenger taxis driven by foreigners," the note says.
The most common violations include speeding, parking violations, failure to comply with road markings, ignoring warning signs, failure to turn on turn signals, etc. According to the authors of the initiative, the proposed changes are intended to increase the responsibility of foreign drivers and improve the level of traffic safety on Russian roads.
