On July 1, 2019, Government Decree No. 595 providing that foreign citizens can enter the Kaliningrad region on electronic visas for business, humanitarian and tourist purposes, will enter into force.
Visas for foreign citizens entering through checkpoints across the state border of Russia located on the territory of the Special economic zone in the Kaliningrad Region will be issued in the form of electronic document management.
