The law establishes the right of foreign citizens and stateless persons permanently residing in Russia and affected by emergency situations, to compensation for damage caused to their health and property as a result of emergency situations, on an equal basis with Russian citizens.
It is envisaged that foreign citizens have this right on the basis of the principle of reciprocity in accordance with Russia's international treaties.
Stateless persons permanently residing in Russia have the same rights in case of emergency.
Foreign citizens who do not have the status of permanent residents in Russia, in accordance with this law, have the right only to protect their lives, health and personal property during emergencies, to be informed about such situations, as well as to receive free legal and psychological assistance.
