On November 28, 2015 the Federal Law as of 28.11.2015 N 343-FZ "On Amendments to Articles 25 and 25.6 of the Federal Law "On the Procedure for Exit from Russia and Entry to Russia" and Article 13 of the Federal Law "On the Legal Status of Foreign Citizens in Russia" entered into force. It changes the legal status of foreign citizens carrying out touring in Russia.
Foreign citizens engaged in touring (organization and holding on the basis of civil contracts for value events, during which the foreigner carries out public performance of works of literature, art or folk art) arrived in Russia for less than 30 days do not need a work permit (patent) for work.
A foreign citizen carrying out touring is issued with ordinary business visa for up to 30 days.
