On October 2, 2021 the Government of the Russian Federation published the Decree of the Government of the Russian Federation dated October 2, 2021 No. 2769-r which implements changes to the Decree of the Government of the Russian Federation dated March 16, 2020 No. 635-r.
The main change concerns the fact that restrictions on entry into the territory of the Russia do not apply to close relatives (spouses, parents, minor children, siblings, grandfathers, grandmothers, grandchildren, guardians, wards) not only of citizens of the Russian Federation, but also of foreign citizens, as well as stateless persons permanently residing on the territory of the Russia.
This rule also applies to the spouses and underage children of the abovementioned persons.
The abovementioned citizens will be able to enter to the Russia by providing a copy of the document that confirms their relationships.
The list of persons who are not subject to restrictions on applying documents and issuing invitations for entering to the Russia has also been expanded:
1. Citizens of the Republic of Belarus and persons holding a residence permit or other document confirming the right to permanent residence in the Republic of Belarus, entering the Russia from the Republic of Belarus and foreign states from in accordance with the following list through air checkpoints across the state border of the Russia, as well as those traveling to the Russia by rail passenger transport;
At the same time, the following categories of persons, in addition to the above, are also not subject to restrictions on the suspension of applying documents and issuing visas:
2. Persons entering the Russia in connection with the death of a close relative (spouses, parents, children, brothers and sisters, grandfathers, grandmothers, grandchildren, adoptive parents, adopted children) and who are going to carry out his burial, in case of following documents presentation:
- certificate of death;
- document confirming the degree of relationship;
3. The following persons who previously entered the territory of the Republic of Abkhazia from the Russia:
- foreign citizens permanently living on the territory of a foreign state from the list;
- citizens of the Republic of Belarus and persons with a residence permit in the Republic of Belarus;
if the following conditions are met:
- the above persons included by the Ministry of Economic Development of the Russia in the list of persons transmitted by the Ministry of Internal Affairs of the Republic of Abkhazia through the portal of the State Service to the FSB of the Russian Federation;
- the above persons have a negative PCR for COVID-19, submitted no earlier than 3 days before arrival in the Russia.
