In continuation of the previously published news about the peculiarities of receiving documents at the Ministry of Internal Affairs of Russia for Moscow, we report that the authority to issue, issue, extend permits for highly qualified specialists was transferred to the authorized territorial bodies of the Ministry of Internal Affairs of Russia.
As previously reported, on April 5, 2019, the issuance of work permits and invitations for entry into Russia to highly qualified specialists (and invitations to members of their families) in the Main Office of the Ministry of Internal Affairs of Russia (Boyarsky Pereulok, 4, p. 1) stopped contact the Department of Internal Affairs of the Ministry of Internal Affairs of Russia in Moscow.
Subsequently, members of various associations and organizations that filed documents at the Main Directorate of the Ministry of Internal Affairs of Russia (Boyarsky Pereulok, 4, p. 1) to issue work permits and invitations for entry to highly qualified specialists - held a series of meetings with the Ministry of Internal Affairs to clarify the situation and resolve organizational issues.
On May 15, a meeting was held between representatives of a number of associations and the leadership of the Department for Migration of the Main Office of the Ministry of Internal Affairs of Russia for Moscow (Ministry of Internal Affairs for Moscow) on the issue of filing and issuing permits for companies-members of associations. At the meeting, representatives of the Associations voiced questions and expressed concern for the member companies in connection with the changes that had taken place, and also clarified the peculiarities of submitting documents to Sakharovo multifunctional migration center.
During the meeting, the following was voiced. Submission of documents for registration of permits for the work of highly qualified specialists and obtaining these permits for work will now be carried out at Sakharovo multifunctional migration center on a first-come, first-served basis. It is also planned to organize the receipt of documents in the MIA office at ul. Pokrovka, d. 42 (it is reported that while the receipt of documents has not begun there, but in the future, it may be carried out).
Due to technical difficulties, the federal database of MIA for work permits for highly qualified specialists will not be transferred to territorial bodies of MIA (which contains only data for Moscow). The work permits for highly qualified specialists previously issued by the MIA of Russia will be renewed at Sakharovo multifunctional migration center and entered into the database of the MIA for Moscow prepared for initial submission and a payment order to pay state duty for a work permit in the amount of 3,500 rubles (since the application for a work permit is entered into the database of the MIA for Moscow as the primary one, where the details of the payment order are required). At the same time, the remaining documents will be submitted in the order established for their extension (therefore, a new employment contract will not be required).
The possibility of organizing a separate electronic queue for associations is also being considered. However, working out the application procedure for associations in a simplified manner will take some time.
