On 23.09.2020, the State Duma adopted a bill in the second reading, according to which the government has the authority to determine the order of distribution of quotas in the regions for migrants ' residence.
The document proposes to establish that the quota for issuing temporary residence permits to foreign citizens and stateless persons in the Russian Federation is distributed by the relevant commissions formed in the constituent entities of the Federation in accordance with the procedure determined by the Cabinet of Ministers.
At the moment, temporary residence permits are issued to foreign citizens within the quota set annually by the government. The quota itself is approved by the Cabinet of Ministers based on the proposals of regional authorities, taking into account their demographic situation and opportunities to accommodate migrants. At the same time, the order of quota allocation is not defined.
By the second reading, the bill was amended, according to which the government will also be able to approve the rules for adjusting the quota, setting and using its reserve.
