This order amends Article 13 of the said treaty, according to which the right to enter and stay in the territory of both states on the basis of multiple-entry visas is granted to citizens of the other state who belong to a number of categories, namely:
- drivers and crew members of vehicles engaged in international transportation;
- forwarders engaged in international transportation;
- translators.
Previously, this right was granted only to citizens of both countries who serviced the Russian-Chinese border trade as drivers, freight forwarders and translators.
These categories of citizens will be issued multiple-entry visas, which give the right to enter and stay in the territory of the other party's state for a period of one year, with a stay of 30 days.
These visas will be issued on the basis of notes or official letters. The following bodies will be authorized to issue such notes or official letters:
- in Russia - representative offices of the Ministry of Foreign Affairs and the Ministry of Transport, as well as their subordinate organizations and regional branches;
- in the PRC - the Ministry of Foreign Affairs, provincial foreign affairs offices, the Ministry of Transport and competent provincial-level bodies authorized by it.
The changes will come into force on the 31st day from the date of receipt through diplomatic channels of the last notification of the parties' completion of the procedures necessary for entry into force.
