A round table discussion "On the implementation of the rights of pensioners moving to the Russian Federation from the states of the former USSR" was held at the Institute of the CIS Countries on November 14, 2019. Sofia Batura, deputy director of Confidence Group took part in it.
The round table was organized by the «Forum of Migration Organizations» and the Institute of CIS Countries. The following issues were discussed during the event: the mechanisms of pension provision for Russian and foreign citizens moving to the Russian Federation, issues of pension payment to citizens leaving the Russian Federation, judicial practice, proposals for optimizing the regulation of existing legal relations in this area and others.
Representatives of the Main Department of the Ministry of Internal Affairs of Russia, the Ministry of Foreign Affairs of Russia, various specialized forums and other experts participated in the round table.
The discussed topic is relevant both for Russian citizens who do not have permanent registration and for foreign citizens residing in Russia.
Our representative Sofia Batura presented the practical difficulties arising in the implementation of the rights to retired persons in the Russian Federation as well as difficulties existing due to imperfect legislation.
It was also concluded, that difficulties with the provision of pensions in the Russian Federation concern all categories of immigrants coming to the Russian Federation - both Russian and foreign citizens.
The place of residence in Russia is the determining circumstance for pension coverage. Pension applications of the persons without registration at the place of residence are always refused. Those persons, who do not have their own housing, often could not be registered at the rental apartments.
Thus, the largest difficulty is the need to have registration and confirmation of residence in the Russian Federation, which is always not possible and prevents pension provision. It was also noted that the pensioners are not always able to confirm their work experience
Following the results of the round table, a list of proposals on optimizing legal relations in this area was opened. It will be also presented to the government.
The Confidence Group Company has prepared a number of proposals, including the residence determining both of Russian and foreign citizens, their identification for receiving pension in the Russian Federation.
Following the results of the round table, the Pension Fund of Russia and the Main Department of Ministry of Internal Affairs of Russia were invited to discuss the difficulties of pension payment to immigrants due to the registration regime.
