The Ministry of Finance is preparing amendments to the 115th Federal Law “On the Legal Status of Foreign Citizens”. It is assumed that foreign citizens who carry out labor activities on the basis of a patent will be able to work under one patent in two bordering regions. Such opportunity will be provided for migrants in Moscow and Moscow region, as well as in St. Petersburg and Leningrad region.
In turn, employers operating in one region will be able to hire foreign citizens who have obtained a patent in the territory of another region (bordering).
It is assumed that the new procedure will be effective from September 1, 2025.
