On May 28, 2018, Confidence Group representatives took part in the forum "Russian migration policy, its impact on Russia's economic growth, business climate and social development" at the Russian Chamber of Commerce and Industry (CCI).
The speakers of the forum were representatives of state and private organizations, such as: Russian CCI President Sergei Katyrin; CCI Vice-President Vladimir Padalko; Deputy Head of the Migration department of the Russian Interior Ministry Dmitry Demidenko; Director of the Employment Department of the Ministry of Labor Mikhail Kirsanov; Deputy Chairman of the Committee of the Russian CCI for development of the agro-industrial complex, director of Lenin's State Farm, Pavel Grudinin; Alexey Filipenkov, deputy chairman of the Migration committee of the Association of european businesses; Anna Palagina, rector of the International Institute of Management of entrepreneurs' associations of the Russian CCI and other participants.
A comprehensive discussion of migration issues in Russia, modern forms and experience of entrepreneurial activities in the sphere of migration was held.
Confidence Group prepared a selection of the most interesting moments raised during the forum.
Serious issues arise in business in connection with the bill already adopted by the State Duma in the first reading, providing for increasing responsibilities of the inviting party. The Confidence Group Company has been repeatedly criticizing this bill before.
Deputy Head of the Migration department of the Ministry of Internal Affairs Demidenko D.P. reported on the current work and plans for the near future, such as:
- at the moment, new regulatory and legal acts are being developed, including new administrative regulations (more than 300 documents);
- work is underway to update the migration concept until 2025 (until July 1, 2018, the new version will be sent for coordination to scientific institutions);
- together with the Government of Moscow, work is underway on the idea of a new procedure for notifying the migrant himself of his arrival in a particular subject of Russia (the procedure involves fingerprinting and photographing);
- work is in progress on abolishing of the migration cards (the electronic filling will remain automatic);
- in the field of migration registration, there is an active struggle against "rubber offices";
- an idea is being developed to simplify the acquisition of Russian citizenship for university graduates (graduates with honors) citizens of Belarus and Ukraine;
- the concept of the Migration Code is being developed - in this area, the systematization of legal regulation is required, there is a working group engaged in this issue, but the adoption of the Migration Code is not planned for near future;
- it is planned to work out a bill on responsibility of the inviting party.
Director of the Employment Department of the Ministry of Labor of Russia Kirsanov M.V. noted:
- the Ministry of Labor of Russia is working on the question of how many foreign citizens are actually required for the Russian labor market. The Ministry of Labor of Russia believes that the worse the work to plan the demand for personnel in the regions is being done - the more foreign citizens are required;
- the number of foreign citizens working in Russia on the basis of patents should be reduced (there are already regulations on restrictions in some economic sectors). Te bill is being drafted on the shares of foreign citizens working in Russia on the basis of patents in order to counteract the dumping on salary;
- the Ministry of Labor simplified quotas, but faced the fact that foreign citizens receive wages almost the same as the subsistence minimum, and receive the remaining part of wages in envelopes;
- methods are being developed to simplify the employment of foreign citizens and to strengthen control over payments to the Pension Fund, the execution of labor legislation.
