In June 2017, refusals of the migration registrations for some highly qualified specialists were recorded in some units of the Department on migration issues of Ministry of Internal Affairs in Moscow. This is applied to those highly qualified specialists who arrived before the entry into force of the Decree of the President of the RF introducing stricter regulations of migration registration (with the requirement to register foreign citizens within one day after arrival in Russia) for the period of the FIFA Confederations Cup 2017 in Russia. Some regional branches of Department on migration issues of Ministry of Internal Affairs of Russia treat the Decree in such a way that this procedure applies to all foreign citizens: both arriving in Russia during the FIFA Confederations Cup 2017 and entering the RF before the specified dates and staying in the RF during the specified period.
