The Ministry of Health has clarified the requirements for a certificate of absence of HIV infection presented by foreigners and stateless persons arriving to Russia. Foreigners must present a certificate issued by medical organizations in Russia or from territories of foreign countries to diplomatic missions or consular offices of Russia in order to apply for an entry visa for a period of more than 3 months
The order of the Ministry of Health of the Russian Federation by the 10th of December, 2020 No. 1313n (published on the 5th of February, 2021, comes into force on the 16th of February, 2021). The changes are following:
1. In the paragraph 1, the words "processing regulations and technical" shall be deleted.
2. The paragraph 2 shall be amended as follows:
"2. To apply for a visa to enter the Russian Federation for foreign citizens and stateless persons arriving in the Russian Federation for a period of more than three months, foreign citizens and stateless persons present to diplomatic missions or consular offices of the Russian Federation a certificate issued by medical organizations on the territory Russian Federation or on the territory of foreign states. "
3. The paragraph 4 shall be stated as follows:
"4. The certificate issued by medical organizations at the territory of the Russian Federation is issued based on the results of a medical examination carried out in accordance with the Procedure for confirming the presence or absence of infectious diseases that pose a danger to others and are the basis for refusing to issue or revoke a temporary residence permit for foreign citizens and stateless persons, or a residence permit, or a patent, or a work permit in the Russian Federation, approved by order of the Ministry of Health of the Russian Federation by the 29th of June, 2015, N 384n1 (hereinafter referred to as the Procedure).
A certificate issued by medical organizations at the territory of a foreign state is issued based on the results of a medical examination for HIV infection using laboratory research methods for the total determination of antibodies of classes M, G (IgM and IgG) to the human immunodeficiency virus HIV-1 and HIV-2 ( Human immunodeficiency virus HIV 1 / HIV 2) and p24 antigen in human serum or plasma. "
Requirements for the certificate presented by foreign citizens and stateless persons to diplomatic missions or consular offices of the Russian Federation.
A certificate presented by foreign citizens and stateless persons to diplomatic missions or consular offices of the Russian Federation must contain the following information:
1) surname, name, patronymic (if any) of a foreign citizen or stateless person without abbreviations;
2) details of the identity document of a foreign citizen or stateless person without abbreviations;
3) the country of permanent (preferential) residence of a foreign citizen or stateless person;
4) date of birth: date, month, year of birth of a foreign citizen or stateless person;
5) information about a laboratory blood test for antibodies to human immunodeficiency virus with a negative result, carried out by a foreign citizen or stateless person, including the date of the study;
6) the full name, address and telephone number of the medical organization that conducted the medical examination of the foreign citizen or stateless person, the signature of the doctor who performed the examination.
