The Ministry of Science and Higher Education of Russia signed Order No. 930 dated 06.10.2021 "On Amendments to the Procedure for the Selection of Foreign Citizens and Stateless Persons for Education within the Quota established by the Government of Russia for the Education of Foreign Citizens and Stateless Persons in Russia, him the requirements approved by the order of the Ministry of Science and Higher Education of Russia of November 3, 2020 No. 1378 ".
This order amends the original Order of the Ministry of Education and Science and comes into force with it from January 1, 2022.
In general, the changes in this order are more technical in nature, so in addition to the profession, specialty and (or) the direction of training of secondary vocational and higher education, as well as additional professional programs, a "scientific specialty" has been added, as well as training in graduate school.
Also added a clause stating that foreign citizens are included in priority order in the list of candidates selected at the first stage of selection under the Admission Plan, without passing the selection events, if they are:
- members of national teams;
- winners or prize-winners of the final stage of the All-Russian Olympiad for schoolchildren;
- winners (with the exception of persons who are winners in a team) of national (nationwide) Olympiads in general subjects;
- winners and (or) prize-winners of the final (final) stages of the events included in the list of events for the provision of grants to persons who enrolled in educational institutions of higher education, scientific organizations for master's programs.
We draw your attention to the fact that in this case, the inclusion of foreign citizens in the list is carried out in relation to foreign citizens applying for training in educational programs of higher education, in the year of the events indicated above and during the next two years.
