On June 14, 2019, the Ministry of Labor of Russia submitted for public discussion a draft order approving the list of professions (specialties, positions) of foreign citizens - qualified specialists who are employed according to their profession (specialty), for which quotas for issuing work permits to foreign visa applicants spread.
The following professions are excluded from the list:
- quality engineer,
- manager (in catering and hotel services),
- head waiter (sales area administrator),
- translator of technical literature,
- chief-cooker.
