The Department of Labor and Employment of the City of Moscow, as well as the Ministry of Social Development of the Moscow Region, have begun mass mailing of demand letters to employers included in the 2026 quota order. This is a key stage in preparation for the federal quota commission of the Russian Ministry of Labor, which will approve the final limits for attracting foreign workers (FWS).
This decision is linked to a significant increase in the number of quota applications for 2026 fr om all regions. The Russian Ministry of Labor has obligated the regions to work with employers and collect additional justifications for the need for foreign workers.
Employers in Moscow must submit two sets of documents by September 1, 2025:
